The LAW passed by Congress is very clear, it says the TARP money SHALL be repaid to treasury general fund FOR the repayment of national debt.
Obama can't "legally" use the Tarp funds for ANYTHING else, despite his political campaign promises.
That would take an act of Congress to ammend or change the current law.
