Laughing you have a warped sense of "history".
It was the Democrats who wanted to cut defense and military spending. The political "compromise" involved cutting non-combat roles and using private contractors. At the time we weren't at war and the Democrats pushed the plan as a great idea and huge savings. They called it a "Peace Dividend"
There were some who warned against this change, but neither political party listened.
Then we had 9/11 and decided it was time to fight a war. It wasn't Bush's idea alone, Democrats and other governments spoke of Saddam's growing threats and Congress demanded and approved a military action against Saddam and terrorists. It wasn't one political party, it was a political climate and both parties endorsed and encouraged it.
But committing the military meant using contractors to carry out the non-combat support roles.
And again everyone knew it!
And contractors made large contributions to both political parties, to win these contracts.

All the politicians loved this because it fueled their campaigns and secured them in office.
Go back and Google a little, of the politicians that favored "war" or accepted contributions from defense contractors and lobbyists... few if any were defeated in elections. And they were from both political parties.
